"Rules is rules" conveys that it is the rule, and nothing else, that determines a certain action or inaction. The statement is usually used in a context where it is believed that the rule "doesn't make sense", but it must be followed anyway, simply because it is a rule.

I nonchalantly asked, "What homework?" She screamed, "You know the rules, do your homework." And I responded deadpan, "Rules are things that are made to be broken."

1: Possessing or creating a characteristic that is superperfect and makes you want to overuse the word RULE. ALSO: Being and/or doing what is very cool and even pretty much awesome, AKA anything that might embarrass your mother or people that smell like old cottage cheese. OR: Anything that catches on really very quickly amongst all your friends and toes that look like fingers.

  * e.g.,  ... "We are so ruling right now," meaning "we are doing something that makes most other things smell like poop and ass and butt."
